Try this link. I just went through this whole thing looking for dwarf cichlids. I did see a store in Philadelphia area that got great reviews. Remember, you can special order from most of these guys. Of course, there's always thatfishplace in Lancaster. A fun place to go.

This link gives list of stores, with reviews.

Depends on the type of puffer fish, but usually you're limited to one to a tank, sometimes you can get away with 2 of them, just depends on how tolerant they are. But most puffers as they get to be adults, get more intolerant of other fish in the tank.

Not from Philly so can't help you there, not recommending any particular store, especially since I really dislike the chain stores, but I have seen dwarf puffers at Petsmart before. Figure 8 puffers at Pet Supermarkets. Green spotted puffers at Walmart(definitely don't recommend that store for fish lol). Otherwise, try checking with your smaller mom and pop type of stores, a lot of them will special order fish for you. Last resort, online at
http://www.liveaquaria.com/product/prod_display.cfm?pcatid=874

They have all sorts-marine, brackish, and true freshwater puffers available. Shipping's expensive, do believe they overnight them, but they do guarantee "arrive alive", and I've heard nothing negative about buying fish from them. Also, here's a great puffer site to get more care info and requirements on the puffer you want, not a fish for beginners:

Good luck!
